Guidelines for community engagement

@anthonydillon, @carlaberkers, @clagom, @shivjoshi1996, @pmahnke and I recently discussed the possibility of having some community engagement guidelines in our practices.

I've been working on Discourse recently, and came across this, which I think is a good example to steal ideas from https://github.com/discourse/discourse/blob/master/docs/code-of-conduct.md.

I haven't really looked into this too much, but we should check out the existing ubuntu CoC and make sure legal looks at ours - https://www.ubuntu.com/legal/contributors/agreement and https://www.ubuntu.com/community/code-of-conduct

Also, as @pmahnke pointed out in person, the Discourse code of conduct is based off http://contributor-covenant.org/version/1/4/ - which we might want to consider as well.
