Yeah, the X dataset, which includes the user ID and tweet ID, has been open-sourced in Twitter 15 and Twitter 16. We use the X API to get user information and previous tweets, but we can not open-source the specific user information and previous tweets because of privacy concerns. We recommend using X API or some open-sourced tools to get the information.
