🧹 Target a non-calitp domain for publishing ODS Webpage; set up redirect. #41

Currently the ODS website is published at ods.calitp.org.

To fully extract ODS from being within Caltrans, we need to:

identify a new DNS (@thekaveman @hunterowens @safrazier17 ideas?)
update repo docs to know about new DNS @thekaveman
update documentation/other materials to refer to new website @safrazier17
set up a redirect on ods.calitp.org --> wherecer we decide @thekaveman
