Resource Tagging

There are two ways to do this:

1. Tag current resources manually. Does the job for now but is cumbersome and doesn't solve the issue of tag enforcement for future resources.
2. Migrate cluster to ArgoCD and integrate tag enforcement. This is a work in progress and being tracked here.
