Add REVEL scores for rescued unmatched transcripts

@KoalaQin has a file with REVEL scores for rescued unmatched transcripts. Since the plan is not to annotate the 4.1 release tables, we should probably apply the annotation in the variant pipeline (https://github.com/broadinstitute/gnomad-browser/blob/main/data-pipeline/src/data_pipeline/pipelines/gnomad_v4_variants.py).

I thought we have the meeting note here:
Final takeaway: move forward with v4.1 as is, Anne and Heidi will reach out to the REVEL team to have them work on this, and post this on the cloud providers with a readme on how this was generated
So we will just provide the file for download, but not adding this to release table or display on variant pages for v4.1?
