Second set of tabs stays open with no tab in it (beta channel)

A: Yes. This is an issue with the beta build.

Description

When I open 20 tabs, a new set opens, but it doesn't push the last tab of the other set to it. This causes the tabs in the first set to briefly disappear when you try to preview the one on the farthest right part of the screen. The tabs blink really fast, and that continues as you try to preview them.

Steps to Reproduce

1. Open enough tabs to make a new tab set. I have 20 as mine set when to open a new tab set. It also happens on the lower numbers. I presume it would also happen on a 100 tab set.
2. Tabs will blink rapidly when you hover over the farthest right one to preview.
3. Second tab set will remain open, with no tabs present from the first tab set.

Actual result:
Farthest right tab stays in first tab set and causes blinking, when you try to preview it and can cause you lose your place, because its hard to access.

Expected result:
Tab to the farthest right on the screen, should be moved to the second tab set. No blinking should occur.

If you close some of your tabs in the first set, the empty second tab set, will disappear.
