Implement Other User Profile Page

This is a component implementation task. The task's acceptance criteria is to build a component that renders given information (i.e. the component will not fetch any data). Please check the UI Design for the exact requirements for this.

For some tasks, there are multiple variants of the component. It is recommended to use cva to implement variants.
