[Bug]: Update @wordpress/dependency-extraction-webpack-plugin package

What happened?

With the introduction of the Interactivity API, Build Tools is unable to add @wordpress/interactivity to the dependency list correctly. Because of this, additional manual steps for adding the dependency to script enqueues and support is required by an engineer that we otherwise should not need to be doing.

The @wordpress/dependency-extraction-webpack-plugin package will need updating to the latest version (currently 5.7.0) to allow further support on this.

Additional steps and changes may be required to allow for @wordpress/interactivity to be used and implemented correctly.
