libPass.h should pack to deb package at /usr/include/libPass.
It is better way to distribute header and library file instead of local_install.

unfortunately $THEOS can point to many different places and is recommended at /opt/theos/
However, perhaps including documentation could help those hoping to integrate this into their tweaks.
