Allow Users with Invalid IDIR profile to be searchable in the Registry

Luke will clarify with Nick if users with invalid profile can be selected in the Registry or just visible with an message that their profile is incomplete.

If a user has an invalid profile:
option #1 -> a user is not searchable and not selectable (this is the current state in the Registry)
option #2 -> a user is searchable but not selectable as a contact in the Registry with a message why the user can't be selected
option #3 - a user is searchable and can be selected in the Registry with a notification that his profile is incomplete and needs to be updated asap
