Add validation for plannedDevelopmentDate in the submission

Describe the task
BCGW extract api failed because of a wrong date in one of the cut block, need to add validation. See error details in #629

Acceptance Criteria

• Add appropriate validation on the spatial submission for the date (valid date, length etc.? )
• Planned development date is year after Operation end date (More formally, year(development_date) <= operation end year)
• Verify business logic around PlannedDevelopmentDate
• Define validation message
