Unable to to enable remote logging from onboarding screens

Description of problem

Remote logging could not be turned on when dev mode was enabled during onboarding. Tapping it did nothing. Turning on remote logging after onboarding was fine.

note: Enable proxy could also not be turn on. not sure if that was intentional though.

Expected behavior

We should be able to turn on remote logging from the onboarding screen

Steps to reproduce

• Restart the app
• Get to the "is this app for you screen"
• Get into dev mode
• attempt to turn on remote logging

@jleach Can you confirm that remote logging was ever enabled (before it's unlocked) or is this a bug that needs to be reconciled. Please touch base with @knguyenBC as she was looking to have this to verify functional/UX issues with the application.

Further discussion as to why this functionality is not available before a user authenticates. @knguyenBC to investigate whether or not this is something we need or are permitted to do (privacy, etc.)

Checked with our privacy policy, this is something we are clear to enable.

From onboarding screens, while we can access developer mode, the option to enable remote logging is currently disabled.
