Update WORKSPACE instructions #616

The README here recommends to use a WORKSPACE file.

But using Bazel version 7 complains that a WORKSPACE file is deprecated.

Please update the README instructions to follow current, latest best practices with Bazel.

Updating that would kinda requiter updating the package to support module based builds which hasn't happened yet, but looks like it might soon: #577
