Policies should be able to differentiate between 8-Bit and 10-Bit reports #273

Any policy that checks values against a threshold will need to be able to tell whether the report represents an 8-Bit or 10-Bit file, and adjust the thresholds appropriately.

This is related to signalserver importing the bitdepth from the stream node in the ffprove data.

Can you explain a bit more for this? Also, is it something we can read from qctool generated file?
