Wotlk Classic at 0;44 , Vexallus reaches the 25% threshold while still in the 5 seconds cooldown from his previous summons , 3 seconds later he summons Pure Energy that were intended for 25% threshold.
TBC Classic at 8:37 , Vexallus summons Pure Energy for reaching 70% threshold , at 8:39 he reaches 55% threshold but wait until 8:42 and summons Pure Energy there were intended for 55% threshold and similar behavior happens with 40% and 25% threshold.
Steps to reproduce the problem

.damage 21600 (in Normal mode) or .damage 29300 (in Heroic Mode) on Vexallus
After Vexallus summons Pure Energy do another .damage 21600 (29300 in heroic mode) before the 5 seconds cooldown are over.
Wait until the cooldown is over > he doesn't summons Pure Energy
Current Behaviour
After this PR #21239 , Vexallus started skipping summoning Pure Energy if you reach next threshold while the summoning spell still in cooldown.
Expected Blizzlike Behaviour
Vexallus should keep count of each threshold he has went through and summon Pure Energy for each threshold with 5 seconds cooldown.
