is there a way to specify where the config file is located? I'd like to run this for multiple users on a server, but without pipenv.

IIRC, the configuration file location cannot be changed, except for running tests (see here).

You're most welcome to submit a PR, or to run feedspora from directories where each appropriate configuration file can be found.
