Weird layout when bookmarks bar is set to only show at new tab

When opening firefox or opening a new tab, if the bookmarks bar is set to only show at the new tab screen, the layout gets weird, with a empty bar at the bottom of the bookmarks, this behavior does not occour when the bookmarks is set to hidden or show at all times.

To Reproduce
Steps to reproduce the behavior:

1. Set bookmarks bar to only show at new tabs;
2. Open Firefox or open a new tab.

Expected behavior
Layout to stay concise.
