[COLTER] Make the Elus DAG run even if COLTER failed

Context

Currently the sub DAG colter_elus require the main colter DAG to complete successfully to be triggered.
This is unfortunate because we are not updating elus even though we could.

Goal

Adapt colter_elus (and colter if required) so it runs in time for the extract_transform_load when colter fails, is skipped or is disabled.

Bonus

Check if this solves the issue where some cities are missing elus like: L ABERGEMENT-CLEMENCIAT. Otherwise create a bug ticket.

Should elus be related to a SIRET instead of a SIREN? Like does it make sense for a school to have an élus tab?
