Enforce settings on any TOML file

Problem

I want to enforce settings on any TOML file, not only pyproject.toml.

Possible solution

• Change the TOML plugin and accept any TOML file
• Use Rust as an example of TOML style, to enforce the following Cargo.toml values from The Manifest Format - The Cargo Book → can't be done yet, no fixed values to enforce; after Enforce presence of keys (with any values) #218 it will be better

name — The name of the package.
version — The version of the package.
