fluent-search doesn't adapt to the situation where the top of the screen is occupied #1123

Describe the bug
fluent-search does not adapt to the situation where the top of the screen is occupied, resulting in the position of the search box falling when the content in the search box is cleared.

To Reproduce
Steps to reproduce the behavior:

  1. Set the taskbar to top
  2. active fluent search and type some words
  3. clean it
  4. the search bar falls.

Expected behavior
keep the bar stable.

Screenshots
I use a imitation macOS desktop software called mydockfinder, which makes the finder bar occupy the top of the screen. In this context, after calling out the search bar to search and clear the content, the search bar will slide.(Please see the screenshot from the bottom to the top)
