Refresh module for Puppet 4

@traylenator If I refactor this module to only support puppet >= 4.7 and above, and stdlib >= 4.13, would this module still work for your hosts?

Thanks for asking. We are running 4.9.4 and 4.15.0 it seems everywhere.

Probably worth adding while we use this module on lots of hosts the configuration is centrally maintained so a backwards incompatible change would not be a huge problem I expect.
