DEVELOPMENT.md isn't shipped in upstream tarball since 3.0.0 #105

DEVELOPMENT.md is not shipped in tarball since 3.0.0, yet it is in doc/Makefile.am install targets, causing build error

I checked out the git repo, and found that it doesn't have DEVELOPMENT.md in 3.0.0 nor 3.0.1 tags, yet the git log doesn't show removal of the file !
