Currently the only way to add proper vocals is with REAPER. Free for only the first 60 days and a not-insignificant amount of money for after that period. Has a very big learning curve and has not much documentation.
You can use EoF or Moonscraper, but they can't provide vocals the same way.
In my opinion the best way to fix this is to have a dedicated editor (for either songs as a whole or just vocals)
This isn't a small request but in my opinion it would improve the game experience a lot and make the learning curve for charting (and the payment for vocal charting) a lot smaller.
EoF and Moonscraper were designed for Guitar Hero-style simulators, such as Clone Hero. YARG focuses mainly on Rock Band, while throwing in some GH Live here and there. A proper charting editor could contribute to Rock Band-exclusive styles (such as keyboard, vocals, and Pro modes)

IIRC there are plans for the YARG team (or at least a subset of it) to make a chart editor, expanding on what's liked about both Moonscraper and REAPER, an intuative easy to learn UI while being fully feature-set. You can search for "YACE" or "Yet Another Chart Editor" on the YARG Discord for more information about it.
