Actual fullscreen mode removes border

When using fullscreen mode, the window will always exit to a window snapped to the top left corner of the screen. Far enough where the captioned section is unviewable, leading to being unable to drag the window. There is a slight work around if you resize the window. this will snap the edge of the window inside the screen but this is not at all user friendly. With the lack of windows_frame_set_x / y and since the window_set_position doesn't work to move the frame there isnt a simple solution to this problem.
