Is your feature request related to a problem? Please describe.

The following smartcoin functionality doesn't seem to be available:

The disable-bit issuer permissions
Recently implemented bitasset extensions

Describe the solution you'd like

The xbts ui & bitshares reference ui have a similar create smartcoin interface, offering the new issuer permissions and the possible extensions.

Describe alternatives you've considered

Create/update my smartcoin via nodejs scripts

Additional context

The reference bitshares ui wallet seems to have incorrectly implemented the disable-bit issuer permissions:
bitshares#3732
