Currently the spam guideline includes this:

Spammy behavior includes (but is not limited to) unnecessary affiliate links, tags to competitors plugins, use of over 12 tags total, blackhat SEO, and keyword stuffing.

This is intended on being an example, but the simple fact is that we have not allowed more than 5 tags be used in a long time.
This complicates it further, as I believe this is one of the only places we address number of tags.

Perhaps we should be renaming this to something like use of highly specific or unique tags instead.

For example, I'd consider these to be spammy, as it's highly unique or overly duplicative.

  • Tags: Best Black Hat SEO Plugin
  • Tags: black hat, blackhat, seo, seo plugin, best blackhat seo plugin

The other option is to just drop it back to something like use of many tags, not specifying a count.

If you want to cover singular, plural, and different spelling (with dashes, without dashes) you are limited to only a few tags. The limit to 5 tags is not only a visual thing, the hidden tags (above the limit of 5) are not used in any way. Your plugin will not come up in a search for this tag.

I think a much better way to fix this would be to re-start this initiative from 2016 (!) in consolidating and standardizing the tag system:
