Trying to use Channel Effect to give a Buff spell to another entity fails (likely because the entity doesn't have the discipline involved).
This happens even when Fate is set to allow any Novice spell to be cast and you try to Channel Effect a Novice Buff (such as Candlelight).
I would expect Channel Effect to shift a Buff spell to the target entity, even if the entity is not capable of using magic.

Observed behaviour
