FVS: Add option on FVSOut screen to create the FVS_InForest table using the new TVBC jar

This is a potential enhancement. We may want to add a separate process for generating the FVS_Inforest table using the new TVBC jar before we start migrating the other BioSum functions to it. This would allow us to take TVBC for a test run without disturbing the other functions. Jeremy indicated that he wants to add some new output fields so data mapping will be required before taking this on. We discussed maybe just dumping the output from the biosum_calc table to another database. Jeremy wants the TRE_CN to make it easier to link back to the other tables.
