Make usage instructions clearer

The guides are focused solely on using CURL from a command line. This syntax will not make sense to someone who won't use this interface (e.g. iOS developer). Include a breakdown of the syntax to describe what is necessary (e.g. submitting the key in the header of the HTTP request).

It does get explained more thoroughly on the initial page at http://developer.dol.gov/beginners-guide/. But I agree that we need to provide some more information on the curl page as well...
