[Bug]: Purified fuller's earth ore doesn't produce silicon

Issue Summary

The recipe in emi shows a 14% chance of getting silicon dust from macerating it. An entire stack yielded 0. I play gacha games with 4% ssr rates, their chances are better than this 14% macerator recipe is using.

Reproduction steps

Purified fuller earth's ore inside a basic macerator.
It only produces purfied pile of fuller's earth dust, and nothing else. It's supposed to have a 14% chance of silicon dust.

According to the quest book, entry "Macerator", byproducts from the macerator only start to appear at HV. A basic macerator is LV so it won't have any byproducts, which is why the quest advises you to rely on the steam grinder. The quest book entry for the steam grinder also warns you that you need an HV-tier or higher macerator to get byproducts.
