【Enhancement】worker检查和确认优化 #335

1、加入pod name环境变量，如果发现pod name发生改变，直接disable worker
2、linux使用containerId，windows使用bk-dist-worker进程的pod作为token，当token发生改变时，将工具链设为发送失败，重新进行发送
