A consistent feedback from users is that they don't identify with any of the available job categories. Some of the mentioned examples include Game Developer, CIO Office, Systems Programmer and Embedded Programmer. The lack of these categories in the Tech Report 2021 (and possibly others) should be due to these being under-represented groups that end up not collecting so much data which leads to them being aggregated into other categories or discarded.
Some possible approaches to solve this are to investigate the grouping semantic used by other reports of the sort. Another effort that may help is to make a specific collection for under-represented groups so that there is enough data for its collection to be meningful.
