Build paginated list of individuals/people in Download Profile Summaries by Department.

The is part of issue #337.

A list of individuals/people (also called individual, person, and persons).
This list must be paginated.

The list willuse the individual IDs as the value.
The selected columns will be used to generate a list of person ids that will be sent to an end point.
A select all check box should also be supported.

Building, making, and resolving the request are not part of this issue.
