update csi-rclone executable to at least version 1.64

In renku data services we use an rclone schema generated by rclone version 1.64, but in the CSI here we only have 1.60 from nix...
This means that our UI advertises protondrive to be available (introduced after 1.60) but it's not actually supported in the CSI.

We should bump the container rclone executable to match the schema we use for the UI, ideally in a way that protondrive is supported (this has caused a failed user session already).

I think febfff5 fixed it. On my machine:

we'd need it at 1.65 as that's what data-svc also uses. 1.68 has some api changes that require changes on the UI. I have a draft PR open for this in data-svc SwissDataScienceCenter/renku-data-services#520 but the UI changes haven't been planned
