refactor: upgraded tooling for autodev repo

Description

With this pr the tooling is modernized and streamlinded
These are the changes:

• updated eslint to new flat config format, updated and changed plugins and bumped to latest version
• updated prettier to new config format
• replaced jest with vitest
• replaced tsc with tsup
• added packageManager field and using pnpm for the pr now

This is pr is outdated, because most of the stuff was handled through separate pr's
