9.6.3 C# DLL is corrupted, use 9.6.2

Hi!

As the title says, the C# provided DLLs are not usable as they appear to be empty.

A fix I found was to use the DLLs provided in 9.6.2.

I will test in the following days, and come back to this issue if I find any other errors.

Thanks for reporting! I don't know how that happened, but C# is the one SWIG language that we have no tests for in CI, so I guess we'll need to add those once this is fixed!

I wonder if this has to do with any changes to the GitHub runner images.
