I have confirmed this bug is reproducible on a minimal setup, not a modpack with many other mods.

Issue description
Hello!
I have discovered an issue with the latest 1.12.2 version of this mod where the snow layers always melt after accumulating. To make sure this wasn't one of my other mods I tested the mod on its own in a fresh singleplayer world and went to a snow biome. After letting the snow accumulate and setting the weather to clear the snow layers all melted back down to the default first layer. I'm not sure if this is an intentional feature or not or if it's a bug.
I also tried setting the config option B:SnowNeverMelt=true (default false) to true to see if that would solve the issue, and unfortunately the snow layers still always melted back to their original layer regardless, with no heat sources nearby.
