This is the second part of a two part idea, being the neutral-friendly NPCs.
While pokewilds is cool as a solo adventure, I think that villagers similar to minecraft could bring a similar value add that minecraft villages do. Generating entire villages is a lot of functionality, though, and while I feel there is definitely already a framework there (you have a method for generating structures and pulling from a set of pokemon, if the NPC is developed, you could use those two systems later on for villages)
Simple introduction could go like this, though: Make a simple villager that can become a trainer by being talked to with a pokemon following you. Without a following pokemon, they could say something from the set of strings the signs pull from, but then they could ask "Your MAREEP is so cute! I wish I had one!" and then "Give person MAREEP?". They'd then become a trainer from the other idea, but only battle if you select yes on a dialogue, and they could also ask you, "Do you need one of my pokemon?" after whatever the first dialogue was, or as a prize for defeating in battle, but any time you have a follow pokemon, the "Give person XXX?" dialogue comes up.
There are some other things that could push this even further into a collecting game:
Those type restrictions can come with level caps, type caps etc
The trainer could act as a daycare but only to a certain level
The civilian could be a trader, if you added a currency. They could be extremely limited (only buys one or two things, only sells one to three things)
