With Zulus for instance. But this is not the case for Mongols.

There's two layers in the original game. The actual game map, and a visibility map.
The visibility map only show tiles that you can 'see' through units and cities that are nearby. It also keeps track of city sizes, the last time you saw them. When you get back to one of those cities, and it has grown, there's a fade out and the new city size appears.

The visibility layer has not been implemented yet. That means, you'll always see all enemy movement for tiles that you have discovered. I will fix this at a later time.

It's strange because I could see all movement for one civ (Zulus), but not for some other civ (Indians).

I'll keep an eye on this... see if I can make it a bit less strange.
