Engines in RoR don't technically drown, instead they shut off when all cinecams are submerged. They will continue to function as long a cinecam is above water or doesn't exist. This is why the Lotus Esprit JB leaves a cinecam behind on spawn.
Just pick an electric car and drive it into the water. The engine will drown, which is something that shouldn't happen with electric motors.
