Would like to clarify how we monitor these systems. I'm not looking to implement 365/24/7, just a script or something that can monitor the services and email someone when it stops working or some sort of similar process.

iRods is pretty much rock solid. Condor and potentially the JEX interface to Condor are fairly brittle.
