https://ux.redhat.com/components/navigation-primary/ => rh-primary-nav
https://ux.redhat.com/components/navigation-secondary/ => rh-secondary-nav
we should either have rh-navigation-primary or /primary-nav, etc
and we'll deal with menu sorting issues in 11ty.
