When raster layer visibility is toggled off/on in the sidebar layers list tray, the topmost visible layer should always be displayed
I.e. in the following image the Maximum Significant Wave Height should be displayed - no matter which layer was set as visible last.

This issue has been addressed by changing logic to toggle the raster layers more like radio buttons - similar to how the control panel works.
Further updates will be addressed in the redesign work of the layers tray - issue #215
