[Discovery] Service for compilation PVM blobs

We need to design and when implement service with allows to compile PVM blobs and allows to download to user env compiled blobs. We should consider preferred way to interact with this service is UI but also API should be well-designed.

I do not have expectation to have out-of-box integration to qf-node for uploading compiled blobs, that would be the next step.

This ticket has low priority at this moment, since users can use make and docs from our repos.

The first version does not required this service so it's optional, everything will be hardcoded in to new dApp.
