this isn't the first time I've seen such a problem, but I've never seen a good explanation. @hameerabbasi perhaps open a support issue with GitHub?

@hameerabbasi now that I'm a collaborator, I can open pull requests. I suppose it must be a permissions issue then.

NEP 31 won't be accepted in its current form, however is still the best way to add support for backends (e.g. fft, linalg).
