the problem is this: ruleset deletion can happen from the pico-engine UI and this uses the /api/pico/:id/rm-ruleset/:rid route rather than sending an event to the pico

so, that would have to be changed in the pico-engine before we could get a handle on fixing this here, and has been added as an issue therein
