Constantly a specific charters charts get moved to the top even though NOTHING is new. The only file that has changed is the song.ini file. He does this as he's trying to earn money off charting songs for others (see his youtube channel or this: https://docs.google.com/document/d/1TJYz6wlcrm_lZUg0TkOYdli8zaxlbLwAi5j15kiqMaI) it's incredibly annoying to scroll through 100s of new charts that aren't actually new.

The only way I can see this issue being fixed is removing charters who do this (as from my research Miscellany is doing this to earn commission from charting songs for others see his youtube channel videos description here: https://www.youtube.com/watch?v=8tlIXb3LNAo) or basing the upload date off a file that actually effects gameplay like the notes.mid file but charters like Miscellany still might edit the notes.mid file slightly so a ban makes more sense.
