UI: downloading item within an AOI links to item's page

If one only wants a file, GDB, or some subitem within an AOI, the download request button links to a page for just that item, which does not have proper markup/styling, and most importantly does not show the download notice with link to the download requests nor the navbar.

Clicking the download button should NOT navigate away from the current AOI details page.
