Clarify License for the Resources project

While the OpenDDR project front page states, the content of the resources project was licensed under ODbL (http://opendatacommons.org/licenses/odbl/1.0/) the 2 COPYING.txt files acting as license information in the repository are either LGPL or GPL.

Could we plese put the right license (or a pointer to it in a README file) here and delete those files that don't apply?
