Authentication cannot complete because Need admin approval

When I attempt to authenticate I receive the error "needs permission to access resources in your organization that only an admin can grant. Please ask an admin to grant permission to this app before you can use it." and "AADSTS900941: An administrator of Microsoft has set a policy that prevents you from granting ... he permissions it is requesting. Contact an administrator of .... who can grant permissions to this application on your behalf. "

I checked my app registration permissions to make sure I have the Files.ReadWrite.All permission for Microsoft.Graph and it does not require the admin approvals for that permission. I've been working it for over a day now but haven't made any progress. I think there is a step or requirement missing from the readme for how to setup the program
